James M. Delaplane, Jr. (“Jamey”) is a veteran financial services executive and advisor and experienced board member across both business and philanthropic enterprises.

Jamey currently serves on the board of The Philadelphia Zoo, the nation’s first zoo, and as board chair of Protect Our Winters Action Fund, which works to make climate/clean energy a top priority of the outdoor enthusiast community. He is a member of the Advisory Board at both IFI Network, a fintech next generation B2B banking marketplace, and the Scriptorium Initiative, a global think tank working to shape the future of AI-native corporate communications. Jamey previously served as board chair of Teach For America of Greater Philadelphia.

Jamey spent much of his career as a senior executive at Vanguard, the world’s second largest asset manager, retiring in 2024. He served Vanguard across a variety of mission-critical roles — Head of the High Net Worth Business, Head of Retail Relationship Management & Sales, Global Chief Communications Officer, Deputy General Counsel, and Head of Washington, DC Government Affairs. In these diverse roles, Jamey drove record growth as leader of one of the company’s most profitable business units, engineered a fundamental transformation of the personal investor sales function, stewarded the firm’s reputation through a period of market disruption and intense regulatory scrutiny, and spearheaded policy and regulatory strategy.

Prior to Vanguard, Jamey held roles of increasing influence in the policy and legal arena in Washington, DC, serving successively as a practicing attorney at Pillsbury Winthrop Shaw Pittman, LLP, counsel to U.S. Representative Earl Pomeroy of North Dakota, and senior trade association executive at the American Benefits Council. His Washington, DC career culminated in a decade as partner at Davis & Harman LLP, where he represented asset managers, banks, brokerages, and insurers on fiduciary, pension/retirement, tax, and financial services matters before Congress and the executive branch agencies.

Jamey received his undergraduate and law degrees from Harvard University. He holds the Director Certification from the National Association of Corporate Directors (NACD) and is a graduate of the Stanford Directors College program.
